City of Austin enacts nonresident fees for pools, rec centers

I have mixed opinions regarding the new policy which increases entrance fees to pools and parks in Austin.
I support the increase to help keep Austin facilities running. With the drought becoming more of an issue in Austin, certain pools and parks are having to cut water use. The extra money can help fund the use of water.
The article states that residency is based on the "honor system". Meaning, when paying to enter the pool the staff simply ask if you live in Austin and don't require proof of residency. I feel like this is going to backfire. The only people I expect to pay full price are tourists who don't know any better. However, the increase is for pool entry is only one dollar. So, if I were going by myself or with my husband I don't think a 2$ increase is a big deal. But, people who have a large family will be paying an extra dollar per family member, and that adds up quickly.
I think the policy should extend to communities surrounding Austin. I live in Leander and frequently drive into Austin. I dont think people who live close to Austin should have to pay more. I do agree that tourists should pay more. Tourists are not paying taxes to Austin, or surrounding cities, and therefore don't contribute to the upkeep of our facilities.
